Utah is becoming one of the most attractive states in the country for data center development, and the reason runs literally beneath its highways. Starting with the Interstate 15 reconstruction ahead of the 2002 Winter Olympics, Utah’s Department of Transportation began building out a statewide fiber network that now stretches from the Idaho border to southern Utah and into remote corners of the state. More than 40 private companies, including Google, Verizon, and Zayo, share ownership of the network alongside UDOT.
What began as a tool for managing traffic cameras and road sensors has evolved into one of the most robust fiber infrastructures in the nation. That makes Utah a compelling destination for companies that need fast, reliable data connectivity at scale.
Demand for data centers nationally has surged nearly 330% between 2020 and 2024, pushing developers to look beyond traditional hubs in northern Virginia, the San Francisco Bay Area, and Texas. Salt Lake City has emerged as a growing hotspot, with affordable land and energy costs drawing major investments.
Meta already operates a large campus in Eagle Mountain, a QTS data center is under construction nearby, and a proposed campus backed by “Shark Tank” investor Kevin O’Leary in Box Elder County has sparked both excitement and community pushback.
Two counties have passed moratoriums on new data centers, and the governor has signed an executive order requiring environmental review of future projects, signaling that the development boom is bringing real tension alongside real opportunity.

Cardiff Managing Partner Ali Irani-Tehrani’s perspective is that power availability, fiber access, and permitting conditions are the three factors that make or break a site. Utah’s ability to deliver on all three at once is what sets it apart from other markets.
Looking ahead, he has emphasized that winning sites won’t just be the lowest-cost options. The locations that attract lasting investment will be the ones that resolve infrastructure challenges and where developers engage seriously with community concerns about water, land use, and environmental impact.
